About the AuthorEDWIN SAMUEL MONTAGU (1879-1924), second son of Samuel Montagu (d. 1911), a Jewish banker and philanthropist who was raised to the peerage as Lord Swaythling in 1907, entered the House of Commons in 1906 as (Liberal) member for the Chesterton division of Cambridge- shire. After holding office as under-secretary for India (1910-16) and minister of munitions (1916-17), he was made secretary of state for India in succession to (Sir) Austen Chamberlain; and in 1918, with Lord Chelmsford, the viceroy, he issued the Montagu-Chelmsford report (q.v.). He resigned in 1922.
